Is there a compiler for creating a dictionary from a text file?

The format of the dictionaries of Pop-Up Dictionary is MS Access 2000/XP databases. For converting any text files to a dictionary:

1. Create a dictionary in Pop-Up Dictionary (the button on the toolbar) with the translation field length of 255 symbols.
2. Close Pop-Up Dictionary.
3. Open the created dictionary in MS Access 2000/XP and import any text file to the General or other table (created in Pop-Up Dictionary).
